City reminds landlords of residential rental licence obligation

The residential rental licence program was launched in 2018 and aims to ensure a safe and healthy experience for landlords and tenants

City of Thorold is reminding landlords of their obligation to have an active Residential Rental Licence (RRL) for their rental properties.

The RRL Program assists with keeping the rental properties in Thorold well-maintained and enjoyable for all occupants. It also helps educate landlords and tenants on the existing by-laws and minimum health and safety requirements for rental agreements.

“Under City Council’s leadership, we first implemented this revenue neutral program in 2018. It was established to ensure a safe and healthy experience for all landlords and tenants involved in the property rental process," says Manoj Dilwaria, chief administrative officer. “Though we faced some challenges when we first introduced the program, we are continuing to identify ways to improve the process to ensure a positive experience for our residents.”

The City maintains an updated list of licensed properties on their website so residents can take comfort in knowing that a property has been inspected and is licensed. 

"This program ensures landlords are aware of their obligations to rent out their properties, and that tenants understand the expected level of service and upkeep that should be provided to them as renters,” says Jason Simpson, chief building and by-law official.

RRLs are valid for a period of two years from the date issued on the licence. 

Properties that do not require a RRL include:

  • An apartment building containing five or more separate dwelling units, all of which have a common entrance from grade and each of which has an independent entrance from a common corridor 
  • A rental unit that is occupied by owners of the rental unit as their sole residence and in which no more than two bedrooms are occupied by tenants 
  • A student residence operated by a University or College
  • A hotel, inn or bed and breakfast 
  • A group home, as regulated by the City of Thorold Group Home By-law
