City set to move forward with organizational review

The City is set to move forward with an organizational review that will make recommendations on how to best improve service delivery at City Hall.

The review is being conducted at the request of Councillor Jim Handley, who proposed a motion on the subject during a December 20, 2022 city council meeting.

“I do believe this is very important, considering how fast this municipality is growing,” he said at the time. “We know the corporation needs to grow as far as employee enhancement.”

During the 2023 City Budget Deliberations, $205,000 was set aside for the project.

After sending out a request for bids, the city received submissions from nine different firms. Deloitte is being recommended as the best firm for the job. If approved by city council, the review will be conducted at a contract price of $165,000.00, excluding HST.

“The selected proponent will perform a comprehensive organizational review that will make recommendations on City corporate structure, service delivery and staff resourcing,” reads a City Hall report on the matter.

The review will prioritize several key factors when putting together recommendations:

  • Efficiency and effectiveness in municipal service provision
  • Customer service
  • Valuing and respecting City staff
  • Value for money for City services provided
  • Fiscal responsibility, accountability and transparency

“The scope of work comprises of an evaluation of current service levels, analysis of current staffing resources, identification of service level gaps and analysis and recommendations on potential efficiency opportunities,” concludes the City Hall report.

If the bid is approved by city council, the review is scheduled to be completed by October 2023.
