The Niagara Peninsula Conservation Authority (NPCA) and the Town of Niagara-on-the-Lake (Town of NOTL) are pleased to announce the formalization of their long-standing partnership through a newly established Memorandum of Understanding (MOU).
This MOU outlines the shared operations and maintenance responsibilities for the Virgil Conservation Area, reinforcing both organizations' commitment to community well-being and the sustainable management of local natural resources.
Virgil Conservation Area is a unique asset within the Niagara Peninsula watershed, established in 1968, with dams and reservoirs that provide critical irrigation for local agriculture. The MOU establishes a framework for ongoing collaboration, supporting the area's critical role in agricultural operations while ensuring its effective and responsible management.
As part of this MOU, NPCA will continue to manage the land care aspects of the conservation area, including grass cutting, tree removal, and maintenance of trails and barriers. Additionally, NPCA will provide technical expertise for dam-related permits or approvals and will lead the development of the Virgil Conservation Area Management Plan, engaging community and stakeholder input throughout.
The Town of NOTL will continue to oversee all water infrastructure operations, ensuring the supply and management of water irrigation and the structural integrity of the dam infrastructure. They will also collaborate with NPCA on fundraising efforts and capital works to meet dam safety requirements.
Both organizations will meet quarterly to coordinate the implementation of this agreement and explore funding opportunities for ongoing and future projects. Through this collaboration, NPCA and the Town of NOTL aim to enhance the sustainability of Virgil Conservation Area, meeting the evolving needs of the community.
The NPCA and the Town of NOTL extend their gratitude to all stakeholders who have supported this initiative and look forward to continuing their joint stewardship efforts to benefit the residents of Niagara-on-the-Lake and the Niagara Peninsula watershed.
