Two charged after stolen car, drugs seized in downtown St. Catharines

Erratic driving led to a traffic stop

On April 9, 2021 at approximately 3:30 a.m., a member of the Niagara Regional Police Service (NRPS) Real Time Operation Centre (RTOC) observed a car driving erratically in downtown St. Catharines.

The RTOC analyst using the CCTV cameras in the downtown core noticed the car would come to a complete stop in the middle of the road nowhere near any traffic signs or lights. The analyst determined a 1 District St. Catharines uniform officer was nearby in the area of Queenston Street and Church Street. The officer was notified to be on the lookout for the car.

The officer located the car minutes later on Queenston Street near Calvin Street. The officer conducted a traffic stop of the 2000 red Ford Focus and determined the car had been previously reported stolen.

The male driver and lone female passenger were both arrested.

Douglas John Estey, 45 years old of no fixed address, was arrested and charged with the offences of:
    •    Possession of property obtained by crime over $5,000, contrary to Section. 355(a) of the Criminal Code of Canada
    •    Fail to comply with probation order, contrary to Section. 733.1(1) of the Criminal Code of Canada

Kelly Louise Savage, 44 years old of no fixed address, was arrested and charged with the offences of:
    •    Possession of property obtained by crime over $5,000, contrary to Section. 355(a) of the Criminal Code of Canada
    •    Possession of schedule 1 substance (crystal methamphetamine) contrary to Section 4(1) of the Controlled Drugs and Substance Act
    •    Fail to comply with a release order, Contrary to Section 145(5)(a) of the Criminal Code of Canada

Estey and Savage were both held in custody in order to attend a video bail hearing on April 9, 2021.
